| RULES of PLAY | The Rules of the United States Golf Association govern play. See applicable Notice to Competitors for additional Local Rules and Conditions. Complete text of Rules and Appendix I may be found in the current USGA Rules of Golf.
Unless otherwise noted, the penalty for breach of a Local Rule or Condition is:
Match Play - Loss of Hole; Stroke Play - Two Strokes
LOCAL RULES
Out of Bounds- Defined by inside points, at ground level, of white stakes and property fence posts. Rule 27-1.
Water and Lateral Water Hazards Stakes and Lines-
When a lateral water hazard is defined on only one side, it is deemed to extend to infinity.
When water hazards and lateral water hazards are bounded by out of bounds, the hazard margin extends to and coincides with the out of bounds line.
Ground Under Repair- Defined by white lines. Fire ant hills and French drains are deemed to be ground under repair. Rule 25-1.
Sod Seams- Except in a hazard, sod seams (not the sod itself) are deemed to be ground under repair, and relief is available under Rule 25-1 if the ball lies in or touches a sod seam or the sod seam interferes with the area of intended swing. All seams within the sodded area are considered the same seam.
White-Lined Areas Tying Into Artificially-Surfaced Road and Paths- have the same status as the roads and paths, that of obstructions.
Wood Chips and Mulch- are loose impediments, unless otherwise provided for in Notice to Players.
Embedded Ball Through the Green- Local Rule as prescribed in Appendix I is in effect.
Integral Parts of the Course- includes cables, rods, wires or wrappings when closely attached to trees; liners in bunkers and artificial walls and pilings when located in hazards, unless otherwise provided for in Notice to Players.
Temporary Immovable Obstructions- Local Rule as prescribed in Appendix I is in effect.
CONDITIONS
List of Conforming Driver Heads - Optional Conditions as prescribed in Appendix I is in effect.
List of Conforming Golf Balls- Optional Conditions as prescribed in Appendix I is in effect.
Time of Starting- Note under Rule 6-3 and Optional Conditions as prescribed in Appendix I is in effect.
Pace of Play- See separate Pace of Play Notice posted at check-in and on the first tee.
Discontinuance of Play- Optional Condition as prescribed in Appendix I is in effect. All practice areas are closed during suspension for a dangerous situation until the Committee has declared them open.
Note: A suspension for a dangerous situation will be signaled by one prolonged air horn note. All other types of suspension will be signaled by three consecutive notes, repeated. Resumption of play will be signaled by two short air horn notes, repeated.
Practice – Prior to a round, a player may practice on the designated practice areas. Rule 7-1b applies to other practice in stroke play.
Transportation- Players must walk at all times during a stipulated round. Optional Condition as prescribed in Appendix I is in effect.
Caddies- A player is prohibited from using a caddie during the stipulated round. Optional Condition as prescribed in Appendix I is in effect.
Footwear- Non-Metal spikes only. Penalty for Breach of Condition: Disqualification
How to Decide Ties- In the event of a tie for first place, there will be a hole by hole sudden death playoff starting at a hole determined by the Committee.
Close of Competition- The competition is deemed to have closed when the trophy has been presented to the winner or, in the absence of a prize ceremony, when all scores have been approved by the Committee. |
| SPECTATORS | Spectator Code of Conduct
Parents and spectators are extremely important to the VCJGA; however, it is at the sole discretion of the hosting golf facility as to whether parents and spectators are permitted on the golf course and whether or not to charge a fee.
Please note that parents, guardians and spectators agree to let participants compete without giving any advice or counsel to them during the stipulated round (USGA Rule 8-1) knowing that a violation may cause a two-stroke penalty against their participant without warning. This includes any conversation between player/spectator in their native language.
1. Golf Carts are available only through the golf shop at prevailing rates. It is at the sole discretion of the golf facility management as to whether spectators are permitted on the course with a golf cart. Spectators are not permitted to ride on the back on ANY golf cart at ANY time.
2. Do not speak with the competitors. You may cheer for them, hand them a snack or drink. DO NOT PUT YOURSELF IN A POSITION/SITUATION THAT LOOKS SUSPICIOUS.
3. Spectators must remain on or closely near the cart path at all times (Stay off tees, fairways & greens). Remember to keep a proper distance from all players (75 yards is recommended). Spectators cannot walk with players during tournament play.
4. Spectators are not to give rulings on the Rules of Golf. You will be brought into a situation only if the Rules Official asks you.
5. Alcohol, swearing or abusive language will not be tolerated.
6. Cellular phones or beepers must be in VIBRATE mode while on the golf course.
